Ukraine changed commanders with the protesters still outside.

President Zelensky dismissed General Oleksandr Syrskiy as head of Ukraine’s armed forces, days after removing the tech-savvy defense minister Mikhailo Fedorov, who had criticized Syrskiy for adapting too slowly to avoid bloody battles against a more powerful foe. Protesters have thronged Kyiv. Separately, an American manufacturer will for the first time build drone boats designed and battle-tested by Ukraine, as the Pentagon expands its autonomous-weapons arsenal.

The headline was the command shake-up; the story for a portfolio was buried one line lower. Ukraine changed the head of its armed forces with protesters still in the square — and, separately, an American factory will start building Ukrainian-designed drone boats.

That second line is the one that matters. Battle-tested Ukrainian designs entering U.S. production is the clearest signal yet that autonomous weapons have moved from improvisation to procurement.

Command turmoil in a war we cannot forecast is not an investment input. A wartime improvisation becoming a program of record is — and programs of record outlast the conflicts that create them.

Here is the part worth saying plainly for the book. The tradable fact this week was not who runs Ukraine’s army; it was that a battle-tested Ukrainian design is entering an American production line. That is the moment a wartime improvisation becomes a program of record, and programs of record are budget lines that outlive the war that spawned them. We hold the primes and the electronics suppliers underneath them for exactly this — the modernization cycle, arriving on schedule from an unexpected direction.
