April 23, 2026 • FRIDAY DISPATCH

Phelan Fired As Hegseth Keeps Trump's Backing, U.S. Seizes Iranian Tanker, Marijuana Reclassified, Intel Beats Q1 — Setting Up Saturday's Bigger Story

Friday paper covers Thursday's mixed close (NASDAQ -0.81%, S&P -0.49%, DJIA +0.42%) and three structural shifts: (1) the Phelan firing accelerates the Hegseth Pentagon-restructuring story and reinforces Defense overweight; (2) U.S. Navy seized an Iranian tanker (Majestic X) off the west coast of India, raising Hormuz-route enforcement risk; (3) marijuana reclassified Schedule I → III. Sets the stage for Saturday's 9-month Iraq-recovery / Powell-probe story.

Friday's paper (April 24, 2026) covers Thursday's close: NASDAQ -0.81% to 24,438, S&P 500 -0.49% to 7,103, DJIA +0.42% to 49,310. WTI rallied to $95.85 on the U.S. Navy's seizure of the Iranian tanker Majestic X off the west coast of India. Gold pulled back to $4,705 on light profit-taking. Three structural stories matter for the book: the Phelan firing at the Pentagon, the tanker seizure, and the marijuana reclassification. Saturday's paper will pile on with Iraq supply data and the DOJ Powell-probe close.

1. Phelan Fired — Pentagon Restructuring Accelerates

Lara Seligman's A1 piece details the Navy Secretary's firing. Phelan was fired by Hegseth (with Trump's backing) over disagreements about shipbuilding pace and the "Golden Fleet" program. Phelan was Trump's personal friend and a campaign donor — the firing signals Hegseth has full institutional control.

Book action: REINFORCE LMT, RTX, NOC, GD, HII, BA. The new SecNav (TBD) is likely to accelerate carrier+submarine builds and clear backlog — net positive for primes. Defense sleeve target lifts to 18% (preview of Saturday's rebalance).

2. U.S. Seizes Iranian Tanker — Hormuz Enforcement Tightens

A1 photo + A8 detail: a U.S. Navy destroyer rappelled onto the Majestic X off the west coast of India and intercepted its Iranian oil cargo. Iran had attempted to slip past a U.S. cordon; the operation foiled the delivery. WTI +1.5% to $95.85.

Book action: REINFORCE XOM, CVX, COP, HAL, SLB. Energy sleeve target lifts to 20% (preview of Saturday rebalance, which will be confirmed by the Iraq supply story).

3. Marijuana Schedule I → Schedule III

Acting AG Todd Blanche signed the order Thursday. Schedule III makes prescription-medical marijuana easier and unlocks 280E tax-deduction eligibility for cannabis operators. The cannabis ETF MSOS jumped intraday on the news.

Book action: WATCH only. MSOS at small position size for clients with appetite. Regulatory pathway is not yet final — expedited hearing pending. Avoid concentration in single names; use the ETF if any exposure.

4. Intel Q1 — AI Agents Drive +7% Revenue Growth

B1: Intel reported $13.6B Q1 revenue (+7% YoY), driven by AI-agent partnerships and new design wins. The foundry restructuring narrative is still in flight; Q1 confirms the core CPU + accelerator business is stabilizing.

Book action: WATCH INTC, not chase. The semiconductor cycle is clearly bottoming, but Intel-specific execution risk remains. Hold AI-core (NVDA, AVGO, GOOGL, MSFT). The bigger AI story comes Saturday with Meta's keystroke-tracking + ultra-flat-org playbook.

5. Microsoft Buyouts + Tesla Trade-Ins + Comcast/AmEx

B1: Microsoft offered voluntary buyouts to long-tenured employees, the first time the company has done so. The motive is identical to Meta's: free up payroll for AI capex. Tesla announced trade-in discounts to upgrade owners of pre-FSD vehicles. Comcast stemmed sub losses + ad revenue beat. AmEx Q1 profit higher on upper-income spending.

Book action: REINFORCE MSFT (AI cost discipline = margin tailwind). REINFORCE AXP (premium-card spending resilience). The AI-displaces-labor pattern keeps building — Saturday's Meta story will make this thesis explicit.

6. Oracle Data-Center Loans Strain Wall Street

JPMorgan and other banks are at single-counterparty exposure limits with Oracle's OpenAI data-center buildout. The Crusoe-Abilene project pivoted to Microsoft as anchor tenant when Oracle was the original target. The loan-syndication market for AI infrastructure is showing capacity constraints.

Book action: WATCH ORCL. The bottleneck risk is real — bank balance-sheet capacity is now a real constraint on the AI capex narrative. Hold but do not add to ORCL.

Bridging To Saturday

Friday's paper sets up the Saturday rebalance: Defense reinforce + Energy reinforce confirm the lifts we'll formally book on the weekend. The Phelan firing, tanker seizure, and Microsoft AI-cost moves are all warm-up acts for Saturday's structural plays: Iraq 9-month recovery + Powell-probe close + Meta keystroke-tracking + Bessent weekend interview.

Specialty Reads From Today's Paper

Friday's paper has fewer standalone specialty columns than Saturday's — we'll pull individual specialty pages from Saturday's edition. The Friday paper's key takeaways are absorbed into the watchlist sync above.
